Olsten Staffing is seeking a Finance and Grants Compliance Manager for a company located in Florence, South Carolina.
The Finance and Grants Compliance Manager is responsible for overseeing financial operations related to grants, ensuring compliance with federal, state, and local funding regulations, and managing core financial functions, including Payroll, Accounts Receivable, and Accounts Payable reconciliations. This role ensures accurate financial reporting, grant administration, and adherence to public transit funding requirements while supporting internal controls and audits.
Key Responsibilities:
Grants Management & Compliance:
· Oversee the administration of federal, state, and local grants, including FTA, SCDOT, and other funding sources.
· Ensure compliance with grant regulations, including the Uniform Guidance (2 CFR Part 200) and FTA Circulars.
· Prepare required financial reports for submittal to funding agencies on time.
· Monitor grant expenditures and ensure funds are used appropriately.
· Maintain documentation to support audits and program reviews.
Financial Management & Accounting:
· Develop and manage budgets for grant-funded programs in coordination with leadership.
· Track and forecast grant revenue and expenditures.
· Oversee the Payroll process, ensuring accuracy, compliance, and timely disbursement.
· Oversees the reconciliation process of PEBA Health Insurance and SCRS Retirement contributions, including Deferred Compensation.
· Manage Accounts Receivable functions, ensuring timely invoicing, collections, and reconciliation.
· Oversee Accounts Payable processes, ensuring accuracy and compliance with financial policies.
· Ensure timely and accurate bank and general ledger reconciliations.
· Assist in preparing financial statements, cost allocations, and other financial reports.
· Work with the accounting team to ensure proper fund accounting and financial transparency.
Audit & Risk Management:
· Coordinate with auditors and funding agencies for financial and compliance audits.
· Implement internal controls to mitigate financial risk and ensure compliance.
· Maintain up-to-date knowledge of transit funding regulations and best practices.
Collaboration & Reporting:
· Work with operations and other staff to align grant funding with agency priorities.
· Assist in grant applications, amendments, and closeout procedures.
· Reports compliance concerns to Executive Director for prompt resolution.
Ability to communicate financial data to stakeholders, including board members and funding partners.
Supervisory Responsibilities:
· Manages up to three employees.
· Carries out supervisory responsibilities in accordance with the Authority's policies and applicable laws. Responsibilities include interviewing, recommending for hire, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
Qualifications & Experience:
· Bachelor’s degree in Finance, Accounting, Business Administration, or a related field (Master’s preferred).
· 3-5 years of experience in financial management, grants administration, or public sector funding.
· Knowledge of FTA, SCDOT, and other transportation funding programs.
· Experience with Payroll, Accounts Receivable, and Accounts Payable reconciliation in a governmental or nonprofit setting.
· Strong analytical, organizational, and communication skills.
· Strong technical writing skills to aid in securing competitive grants.
· Proficiency in financial software, spreadsheets, and grant management systems.
· Must successfully complete post-interview assessment
Preferred Qualifications:
· CPA, CGFM, or similar certification.
· Experience with Triennial Reviews and Single Audits.
· Knowledge of public transit operations and funding structures.
Mathematical Skills
· Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Other skills and abilities:
· Must be able to operate calculator and personal computer.
· Must demonstrate a high degree of speed and accuracy in mathematical calculations.
· Must be able to interpret spreadsheets and computer printouts.

SC Driver's License
Other Requirements
Must receive a negative result on a Non-DOT pre-employment drug screen.
Occasional local and overnight out-of-town travel is required.

Starting annually Salary is $72,883.00 considering skills, educational level and previous experience!

Pay Details: $35.01 per hour
